Social programme to increase the birth rate | National IVF Programme 3 – 2025
The National Social Programme to Support Couples and Single Women in Increasing the Birth Rate has started. Gynatal Clinic is once again a partner clinic in the programme this year.

In 2023, the national programme funded by the Ministry of Family contributed to 83 positive hCG results achieved through treatment at Gynatal Clinic.
Who can apply for the National IVF Programme 2025?
The programme is open to infertile couples and women who have been diagnosed with a condition preventing natural conception by an obstetrician-gynaecologist specialising in couple infertility treatment and medically assisted human reproduction.
Eligibility criteria
- Both members of the infertile couple, whether married or unmarried, or the single woman applying for the programme must be resident in Romania.
- Both members of the infertile couple, whether married or unmarried, or the single woman must be insured under the Romanian public health insurance system.
- The recommended specialist medical procedures must be carried out at a medical facility in Romania participating in the programme and authorised to provide these specific treatments.
- The female beneficiary must be between 20 and 45 years of age.
Number of funded procedures
Under the programme, each patient may benefit from up to three procedures per year throughout the duration of the programme.
What is covered?

Oocyte retrieval by follicular puncture, performed under local anaesthesia or sedation, as appropriate – RON 5,000
- Sperm processing – RON 600
- Insemination of own or legally donated oocytes for conventional fertilisation – RON 3,000
- Embryo culture for 72 or 120 hours, depending on the procedure agreed with the clinic – RON 1,900
- Embryo transfer – RON 5,500
6.1. Serum beta-hCG test, two weeks after embryo transfer – RON 60
6.2. Gynaecological consultation and ultrasound examination, six weeks after the procedure referred to in point 3, if the beta-hCG test is negative – RON 300
6.3. Ultrasound monitoring of pregnancy, six weeks after the procedure referred to in point 3, if the beta-hCG test is positive – RON 300
What is not covered?
The costs of additional medical services that are not included in the services initially covered by the programme and that are recommended by specialists for further assessment, to improve the chances of success or to prevent potential complications, must be paid by the beneficiaries according to the fees established and clearly displayed by the medical institution.
A fiscal invoice will be issued for these services in accordance with current legislation, specifying the service provided. Beneficiaries must be informed that these additional costs are not covered by the programme budget and must explicitly consent to paying them by signing a written agreement.
Medical services that are not reimbursed from the funds allocated to the programme include, but are not limited to:
a) Preliminary diagnostic investigations determined by each medical facility according to its own protocol, particularly where conditions are identified that may affect the course of treatment or pregnancy
b) Preimplantation genetic testing of embryos
c) Cryopreservation of oocytes, sperm or embryos
d) Surgical sperm retrieval
e) Intravenous general anaesthesia for oocyte retrieval
f) ICSI (Intracytoplasmic Sperm Injection)
g) Retrieval of donated oocytes
h) Blastocyst culture
i) Donor sperm
The application file must include
- A standard application form, signed by both partners
- Copies of identity documents
- A self-declaration, completed by both partners
- A document confirming the diagnosis of infertility and the medical indication for IVF
- A certificate confirming public health insurance status
- Consent to the processing of personal data, completed by both partners
Certificates confirming the diagnosis of infertility may only be issued after the Ministry of Family, Youth and Equal Opportunities (MFTES) publishes the list of pharmacies and clinics participating in the programme on its website.

I. The activities financed for each couple under the National IVF/ET Sub-program are:
- oocyte retrieval by follicular puncture, under local anesthesia or sedation
- sperm processing
- oocyte insemination for spontaneous fertilization (IVF)
- embryo cultivation 72 hours
- embryo transfer
- monitoring the evolution of the case, which consists of:
6.1. performing the serum ß HCG test 2 weeks after embryo transfer;
6.2. gynecological and ultrasound consultation, 6 weeks after carrying out the activity provided for in point 3, if the ß HCG test is negative;
6.3. ultrasound monitoring of the pregnancy 6 weeks after the activity provided for in point 3., if the ß HCG test is positive.
II. Couples with approved files will bear additional costs, which represent the equivalent of the activities listed below, activities that are not subsidized under the IVF/ET Subprogram by the Ministry of Health:
- establishing and monitoring the ovarian stimulation protocol, general anesthesia for oocyte collection by ovarian puncture, embryo culture for more than 72 hours to the blastocyst stage (extending embryo culture from 72 hours to the blastocyst stage is an implicit procedure in our clinic's work protocol, which is why it applies to all cases), (4,500 lei),
- PICSI (only if there is a medical indication), (1,500 lei),
- R ICSI (only if there is a medical indication), (1,100 lei),
- testicular puncture, (3,800 lei).
For 2022, within the framework of the National IVF/ET Program, Gynatal has approved a budget for the first quarter alone in the amount of 120 thousand lei.
